What is KITAP?
KITAP is an acronym for Permanent Residence Permit Card; this proof is obtained by certain foreign citizens who apply for a Permanent Residence Permit (ITAP) to reside and settle in the territory of Indonesia as an Indonesian citizen. A Permanent Residence Permit is obtained due to a change in status from a Limited Residence Permit, which is granted after the applicant (foreigner) has resided for 3 (three) consecutive years and/or after the age of marriage reaches 2 (two) years, by signing an Integration Statement to the Government of the Republic of Indonesia.
Legal Basis for KITAP

The fundamental basis that is the reference for the determination of a Permanent Residence Permit or ITAP is several policies such as the following:
- Law No. 6 of 2011 concerning Immigration;
- Regulation of the Minister of Law and Human Rights Number 43 of 2015 concerning Technical Procedures for Changing the Status of a Visit Residence Permit to a Limited Residence Permit and Changing the Status of a Limited Residence Permit to a Permanent Residence Permit;
- PP Number 48 of 2021 concerning the Third Amendment to Government Regulation Number 31 of 2013 concerning the Implementing Regulations of Law Number 6 of 2011 concerning Immigration;

Types of KITAP in Indonesia
ITAP Family
A residence permit for family reunification starts from a Limited Stay Permit for Family Reunification, which is converted into an ITAP for Family Reunification, with the note that the marriage age has been running for at least 2 years.
ITAP Elderly
For expatriates who intend to vacation while spending their retirement, they need to prepare an insurance policy sheet, proof of pension fund ownership, a place-to-stay reservation ticket, and proof of employing Indonesian citizens for informal labor (ART, driver, security guard, or gardener).
ITAP Second Home
This type of ITAP is required to obtain proof of funds in the form of a deed of ownership of luxury property by the Agrarian Law, and a minimum of IDR 2,000,000,000 must be proven in their state-owned bank account.
Investor ITAP
Investor ITAP can be applied for after a foreign citizen has lived in Indonesia for more than 3 (three) consecutive years by changing the status of the previously held Limited Stay Permit for Investors. In addition to the company’s legality, the requested requirements are in the form of proof of immigration guarantee payments.
Worker ITAP
It takes more than 3 (three) consecutive years for foreign workers to obtain a Worker ITAP. With reference documents from the Ministry of Manpower proving that the foreign worker can change their status to Worker ITAS.
Repatriation ITAP
A permanent Stay Permit for repatriated citizens (the return of a citizen to the land of origin of their citizenship) can be applied for by attaching proof of information from the Indonesian Representative regarding the loss of Indonesian Citizenship and evidence that the person was once an Indonesian citizen (Birth certificate, KTP, passport, marriage book/certificate, or diploma).
Who Can Apply for an Indonesian Permanent Stay Permit (KITAP)
According to the Immigration Law, a Permanent Stay Permit can be granted to several foreign nationals with the following provisions:
- Foreigners holding Limited Stay Permits as clergy, workers, investors, and elderly;
- Children born in the Territory of Indonesia and at the time of birth their father and/or mother held a Permanent Stay Permit;
- Families due to mixed marriages;
- Husbands and/or wives of Foreigners holding Permanent Stay Permits and
- Foreigners who are former Indonesian citizens and former children of dual citizenship of the Republic of Indonesia.
