The Beginning of the Halal Certification Policy in Indonesia

The halal certification policy in Indonesia was first introduced in 2001 with the issuance of Minister of Religious Affairs Decree No. 518 of 2001 concerning Provisions and Procedures for Providing Halal Labeling on Marketed Products.

In this policy, the Minister of Religious Affairs appointed the Indonesian Ulema Council’s Food, Drug and Cosmetic Assessment Institute (LPPOM MUI) as the authorized institution to provide halal certification for products marketed in Indonesia.

Along with the development of market demands and increasing public awareness of the importance of consuming halal products, in 2014, the government issued Law Number 33 of 2014 concerning the Halal Product Guarantee, which requires all products circulating in Indonesia to have halal certification issued by LPPOM MUI or halal certification institutions accredited by the Halal Product Guarantee Agency (BPJPH) which is an institution under the Ministry of Religion. This policy is the government’s effort to protect consumer rights to obtain halal products and increase the competitiveness of Indonesian products in the global market.

Developments Since the Beginning of the Policy Until Now

The halal certification policy has become an essential issue for the predominantly Muslim Indonesian people. The origin of the halal certification policy in Indonesia comes from law number 33 of 2014 concerning the Halal Product Guarantee (UUJPH). UUJPH was signed by President SBY in 2014 and came into force in 2019. This policy involves many stakeholders, including the government, scholars, entrepreneurs, and the wider community. This program applies to food products, beverages, medicines, cosmetics, and daily necessities that meet halal requirements in accordance with the standards set by the Assessment Institute for Food, Drugs and Cosmetics of the Indonesian Ulema Council (LPPOM MUI).
