Uncovering the Relationship Between ISO 22000 and ISO 9001

Does ISO 22000 Embrace the Concept of Quality?
Since before its publication, there has been a view that ISO 22000 is a combination of HACCP (Food Safety System) and ISO (ISO here means ISO 9001 – Quality Management System), so that its requirements cover both quality and food safety. Is this really the case? In fact, ISO 22000 conceptually contains requirements for a Food Safety Management System that is built on four key elements, namely:
- Interactive Communication
- Management System
- Prerequisite Program
- HACCP Principles

In other words, ISO 22000 is a standard that integrates HACCP and prerequisite programs in a management system supported by external and internal communication. Its requirements focus on food safety and do not address quality issues.
Thus, there is a clear distinction between ISO 9001 which talks about Quality Management Systems and ISO 22000 which talks about Food Safety Management Systems and ISO 9001 is not part of ISO 22000. Nonetheless, the clauses of ISO 22000 are made equivalent to ISO 9001 thereby enhancing the compatibility of the two standards. Marrying ISO 22000 and ISO 9001
The equivalence means that these two standards (quality management system and food safety management system) can be applied to all organizations involved in the food chain as an integrated system. An example of the integration of these two systems is the creation of a company policy that covers both quality and food safety issues. The policy is then supported by quality and food safety objectives.
To ensure implementation, internal audits can be conducted that include quality and food safety audits, the results of which become one of the inputs for management reviews where the effectiveness of both systems is reviewed. The implementation of these two standards in an integrated system will better ensure customer and consumer satisfaction in terms of food quality and safety, thus becoming one of the strengths for the industries that implement them to win the increasingly fierce market competition.
