What is KITAP in Indonesia?
KITAP stands for Permanent Residence Permit Card. Launching the website of the Directorate General of Immigration of the Ministry of Law and Human Rights of the Republic of Indonesia, a Limited Stay Permit Card or KITAS is a document in the form of a notification letter or permit given to foreigners holding a Permanent Stay Permit (ITAP).
According to Government Regulation No. 48 of 2021, a Permanent Residence Permit or ITAP is a permit granted to certain foreigners to reside and settle in Indonesian territory as Indonesian residents.
Permanent Residence Permit can be granted through status transfer to:
- Foreigners holding ITAS as clergy, workers, investors, and in the framework of a second home
- Family due to mixed marriage
- Husband, wife, and/or children of foreigners holding ITAS
- Foreigners who are former Indonesian citizens and former subjects of children with dual nationality of the Republic of Indonesia.
Permanent Residence Permit can be granted without transferring status to:
- Former child subject of dual nationality of the Republic of Indonesia who chooses foreign nationality.
- Children born in Indonesia to foreign ITAP holders.
- Indonesian citizens (WNI) who lose their Indonesian citizenship in Indonesian territory.

Difference between KITAP and KITAS
The difference between Permanent Stay Permit (KITAP) and KITAS is that KITAP is intended for foreigners who want to live and settle in Indonesian territory as Indonesian residents. Meanwhile, KITAS is intended for foreigners who only want to stay in Indonesian territory for a limited period of time.
Unlike ITAP, a Limited Stay Permit or ITAS is given to:
- Foreigners who enter Indonesian territory with a Limited Stay Visa (VITAS)
- Children born in Indonesian territory at the time of birth of the ITAS holder’s father and/or mother.
- Foreigners who are granted a change of status and a Visit Stay Permit
- Ship’s captain, crew, or foreign experts on board ships, floating devices, or installations operating in Indonesian waters and jurisdiction in accordance with statutory provisions
- Foreigners who are legally married to Indonesian citizens
- Children of foreigners who are legally married to Indonesian citizens.
Requirements and How to Make KITAP
Launching the Immigration website, to get KITAP, you can submit an application for making KITAP to the Head of the Immigration Office or a designated Immigration Officer. The KITAP application is submitted by the guarantor or person in charge by filling out the data application and attaching the following requirements:
- Guarantee letter from the guarantor
- A valid and still valid passport of nationality
- Certificate of residence
- Power of attorney with sufficient stamp in the event that the application is submitted through a power of attorney.
