What is SNI?

Based on Article 1 point 7 of PP 34/2018, SNI or Indonesian National Standard is a standard set by the National Standardization Agency (BSN) and applies in the territory of Indonesia. SNI can be applied to goods traded or distributed, services provided, processes or systems carried out, or personnel involved in certain activities.

The purpose of SNI is in accordance with PP No. 102 of 2022 concerning National Standardization is to increase the protection of consumers, business actors, workers, and other communities, both for safety, security, and preservation of environmental functions, help smooth trade, and realize healthy business competition in trade.

SNI is the only standard set by BSN to protect consumers when using products. If the goods being traded or services offered do not pass the standardization test, the product or service will not be allowed to be circulated. Meanwhile, if it passes, it will be given an SNI label to guarantee its safety and quality.

One example of the implementation of SNI can be seen from the affixing of SNI marks and/or conformity marks on goods and/or packaging or labels that will be traded and/or circulated in the territory of Indonesia. The mark applies to goods produced, produced, or imported from abroad. 

Types of SNI

Voluntary SNI (SNI Sukarela)

SNI certification for a product or service is basically voluntary or not mandatory, as long as there is no confirmation to certify the product or service. Even so, the existence of an SNI certificate for the product or service offered will provide its own added value, which then makes people believe in the quality of the product or service.

Mandatory SNI (SNI Wajib)

Mandatory SNI applies to products or services that are given affirmation to be able to pass the standardization test first. If the product or service has successfully passed the standardization test, then the product or service can be circulated. Conversely, if it does not pass the standardization test, it will be prohibited from being circulated, offered, or traded.

The mandatory application of SNI is confirmed in Article 20 paragraph 4 of PP 34/2018, which states that SNI is applied compulsorily to meet the requirements imposed by the minister or head of a non-ministerial government agency. The implementation of the SNI certification obligation takes into account the following matters.

  1. Safety, security, health, and environmental preservation
  2. Competitiveness of national producers and fair business competition
  3. The ability and readiness of the national business world
  4. LPK infrastructure readiness
  5. Culture, customs, or traditions based on local wisdom
  6. Other national interests in accordance with the provisions of laws and regulations

If SNI is required for goods, services, systems, or a process, then business actors, ministries or non-ministerial government agencies, and/or local governments are obliged to have a certificate for the goods, services, systems, or processes. Without a certification pass mark, the goods, services, systems, or processes may not be distributed or carried out.
